Next Wednesday, November 30th, the City Council's Committees on Public Safety and Sanitation and Solid Waste Management will be holding a joint oversight hearing on the borough-based snow plans and citywide winter emergency protocols issued by the NYC Department of Sanitation (DSNY) and the Office of Emergency Management (OEM), respectively.

Copies of the DSNY borough-based snow plans are available at http://www.nyc.gov/html/dsny/html/snow_plans_mapping/snowplans.shtml, and the OEM Snow Preparedness and Response Report is available at http://www.nyc.gov/html/oem/downloads/pdf/2011snowreport.pdf.

The hearing is scheduled to begin at 1 p.m. in the 14th Floor Committee Room at 250 Broadway in Lower Manhattan. If you would like to testify, please be sure to register with the sergeant-of-arms on the 14th Floor.

Due to increased building security procedures, please bring identification and allot some extra time for entry through the building lobby. You can also email your written remarks to the Office of Council Member Letitia James at aworthydavis@council.nyc.gov.

Hearing on reduction of alternate side parking

Community Board 8 is seeking public comments on the proposal to reduce street cleaning days throughout the District. Currently, the Dept. of Sanitation cleans the street 4 times a week, and the reduction would scale the cleaning to twice a week.
Your input is needed. Verbal testimony will be limited to 3 minutes per person; written testimony can also be submitted to the Board. This is just one part of an extensive process to have ASP regulations in the District reduced.
As this is something that will affect many things in the District, including utility service delivery and snow removal during winter months, it is imperative that we receive feedback from those that will be directly affected: the residents of District 8. The item will be voted on at an upcoming Community Board 8 general meeting after review of all comments submitted, feedback from utility companies, and other information.

The New York City Department of Transportation has recently completed enhancements to street and bicycle networks around Grand Army Plaza, improving traffic and pedestrian safety and access around the plaza, and beautifying existing and new pedestrian islands. The Grand Army Plaza Coalition (GAPCo) is pleased to invite you to celebrate the recent enhancements to Grand Army Plaza on Wednesday, November 9 at 10:30AM, at the Bailey Fountain.

Community meeting on Atlantic Yards traffic mitigations

On Tuesday, May 24, Forest City Ratner (FCR) announced permanent changes to be made to the roadway network beginning on or about July 24.

Fourth Avenue (between Atlantic Avenue and Flatbush Avenue only) will be converted to one-way southbound. Pacific Street (between Fourth Avenue and Flatbush Avenue only) will be reversed, changing from one-way westbound to one-way eastbound. To accommodate this change, a new traffic signal will be installed at the intersection of Pacific Street and Flatbush Avenue, as will a new crosswalk across Flatbush Avenue. Vehicles will be able to make right or left turns onto Flatbush Avenue at this location. This block can be accessed from both northbound and southbound Fourth Avenue.

Fourth Avenue northbound traffic, including all commercial vehicles, can use Third Avenue via Atlantic Avenue to access Flatbush Avenue. Pacific Street will offer secondary access to Flatbush Avenue. No through truck traffic will be permitted on Pacific Street.

There will be a community forum to discuss the new traffic patterns on June 14 at 6:30pm at Brooklyn Borough Hall. Civic associations launch web site to monitor impacts from Atlantic Yards construction

Civic organizations in the Brooklyn neighborhoods of Boerum Hill, Park Slope and Prospect Heights today announced the launch of Atlantic Yards Watch (http://www.atlanticyardswatch.net), a web site which will monitor ongoing construction and operational impacts from the Atlantic Yards project on surrounding communities.
